VNeID: Vietnam's Electronic Identification and Authentication Application

The VNeID application, developed by Vietnam's Ministry of Public Security's National Population Data Center, leverages population data for secure digital identification and authentication. Designed for Vietnamese residents and visitors, VNeID offers a digital alternative to physical documents.

VNeID streamlines various processes, including citizen identification in digital environments, facilitating e-government services and contributing to a digital society. It enables users to submit medical reports and travel declarations quickly. Furthermore, it assists authorities in contact tracing for COVID-19, enabling timely notifications.

Application Access Permissions: Using VNeID requires granting access to the following:

1. Internet Access: For application functionality.
2. Camera Access: To scan CCCD (Citizen Identification Card) QR codes for faster data entry and for quick travel/medical declarations at designated checkpoints.
3. Media Access (Photos, Videos, Audio, Files): To store QR code images for verification at checkpoints.
4. Notifications: To receive updates and alerts.

Personal Information Collection: User-provided data, including medical information, travel details, and information submitted on behalf of others (with consent), is collected securely. This information may include: full name, phone number, citizen identification number, gender, birthdate, address, nationality, health status, travel origin and destination, vehicle information, and COVID-19 exposure details. All data collection is subject to user consent via in-app forms. Users are responsible for the accuracy and appropriateness of the information they provide.

Privacy and Copyright Protection: Data is securely stored and protected by the National Population Data Center. Its use is strictly limited to COVID-19 prevention and control, public health initiatives, and is explicitly prohibited for commercial purposes or any invasion of privacy. Data sharing may occur with health authorities and other relevant agencies to enhance COVID-19 prevention efforts. No other uses of user information are permitted. The application adheres to Vietnamese law and its own policy regarding user privacy.

Key Privacy Features:

• No Location Tracking: VNeID does not collect location data.
• Anonymity: User participation within the community remains anonymous, except for information disclosed to relevant authorities regarding confirmed or suspected COVID-19 cases for contact tracing purposes.
